Bylaws

1. Objective:

The objective of the "The Duffers" golf league is to have its members enjoy the game of golf in an atmosphere of fun and fellowship, and hopefully to see the game of each Duffer improve as the season progresses.

2. Play:

Each week foursomes or threesomes will be assigned by the El Presidenté to enhance comradery among members.

3. Membership:

Members-In-Good-Standing (M) are those who have paid their annual dues as set by the El Presidenté and the Executive Committee at the beginning of that golf year. And, they have completed at least two (2) rounds of Duffers scheduled golf during the preceding season or have been excused from completing the required (2) rounds for good reason by the El Presidenté and Executive Committee.

Candidate Members (CAND) are those who have been the guest of a member and played at least (2) rounds of Duffers scheduled golf in the same year. At that point they are eligible to become a Candidate Member (CAND) by paying Candidate Dues as set by the El Presidenté and the Executive Committee at the beginning of that golf year. They are then welcome to play the remaining Duffers scheduled golf outings that year. The Candidate Members (CAND) may then be proposed and voted on to become Members (M) of the "The Duffers" at the next annual Winter Meeting. Members are encouraged to invite fellow golfers, as their guests, who they deem will meet the objectives of the organization.

Retired Members (RM) are those who wish to no longer play golf or are no longer able to play golf and will, therefore, no longer be required to pay dues. They are welcome and encouraged to attend the annual Banquet and 19th Hole gatherings. They may request reinstatement as a Member in Good Standing (M) at any time if they meet those requirements. They may continue to receive all Duffers e-mail correspondence if they so desire.

4. Executive Committee:

The Executive Committee will be chosen by the El Presidenté and shall consist of three (3) past El Presidentés. The Executive Committee will assist the El Presidenté with specific requests. Examples would be, but not limited to, reviewing any changes to standard golf rules and regulations, revisions to the Duffer By-Laws, and to takeover for the El Presidenté on golf days when the El Presidenté is unable to attend.

5. Dues/Assessments:

Annual Member and Candidate dues shall be set each year by the El Presidenté and the Executive Committee and shared with the membership at or before the Winter Meeting. Member dues will be payable in full prior to the start of the golfing season. Candidate dues shall be payable upon the Candidate completing the requirements as listed in that section of the By-Laws. Special assessments shall be at the discretion of the El Presidenté and the Executive Committee.

6. Collection of Weekly Player Social Fee:

Each week foursomes and /or threesomes are assigned by the El Presidenté. The first name appearing in each group list is the 'Captain' for that group. The 'Captain' is to keep score for their group and to collect a $5.00 Social Fee from each member of that group before the start of play. The money is then turned over to the El Presidenté after the round has ended. The money is added to the treasury for Duffer business.

7. Scores:

All scores will be turned over to the El Presidenté or statistician immediately following the completion of that day's round of golf. Scores will then be posted within a few days, by the statistician, to all members. If a scorecard is inadvertently taken home, it must be photographed and e-mailed to the statistician that night or the next day at the latest. Pars shall be circled; birdies squared; and eagles put in a big triangle. Hole in one ... bring your wallet! Only scores achieved during official Duffer outings will be accepted for statistical purposes during the golf season.

8. Golf and Restaurant Schedule:

The El Presidenté shall provide the members the schedule of dates, courses, projected costs if known, tee times and the 19th hole locations prior to or at the Winter Meeting. If a special tournament type is to be held, the specifics about that tournament shall be coveyed by the El Presidenté at least one week prior to that outing. Examples are a 'scramble' or 'yellow ball' type outing.

9. Annual, Year-End, Golf Tournament:

Members and Candidate Members, in good standing, are eligible to participate in the annual Duffer Golf Tournament. Candidate Members must also have an established handicap as calculated by the statistician.

10. Duffer Tournament Winner:

The winner of the annual Duffers Golf Tournament will be awarded the elegant Duffers trophy at the annual Duffers banquet in November. The winner's name will be incribed on it in recognition of their achievement. After proudly displaying it in their home or office for one year it will be returned to the El Presidenté at the close of the following golf season for presentation to the next Duffers Tournament winner.

11. Selection of the next El Presidenté:

Only Members-In-Good-Standing are eligible to be the El Presidenté. The person to fill this position will be selected by the current El Presidenté and the Executive Committee. The person being selected will be contacted, as a courtesy, to let them know they have been chosen for this position. The selected person will be expected to serve unless they have a valid reason for not being able to do so. Valid reasons would include such things as a medical condition prohibiting their ability to play golf throughout the season or perhaps a scheduled vacation to outer space. Upon agreement to accept the position of El Presidenté, the member's name will be added to the elegant El Presidenté trophy which will then be presented to them at the annual banquet. The primary duties of the El Presidenté are to prepare the official Duffer golf schedule, collect dues/assessments, maintain the financial records, assign foursomes or threesomes each week, and plan the Winter Meeting and the year-end Annual Banquet. Of course, those members who have served in the past are available to provide guidance and assistance to the new El Presidenté. Every Duffer needs to understand they will, at some point, serve in the position of El Presidenté. This position will go first to a memeber, in good standing, who has not yet served. If there is not a member available who meets that criterion, the Executive Committee will then consider a member who has already served. The fairest way to consider someone who has already served is to look first to those with the longest time frame of having not served.

12. Procedure for Amending Duffer By-Laws:

Amendments to the Duffer By-Laws may be suggested by any member in good standing at any time. It may then be discussed and voted on at any Duffer outing where a majority of members are present. If the group deems the amendment worthy of a vote, passage will be accepted by a simple majority of those present.
